CIDCO Board of Directors grants a provisional ‘No Objection’ certificate

The Navi Mumbai Municipal Corporation (NMMC) has decided to embark on the construction of a commercial complex alongside a multi-storied parking facility on the land allocated by CIDCO in Belapur and Vashi, under a public-private partnership (PPP) model.

In the recent meeting of CIDCO's Board of Directors, a temporary ‘No Objection’ certificate (Provisional NOC) was granted to the Municipal Corporation for the change in land use, contingent upon CIDCO receiving 25 per cent of the profit generated from the commercial utilization of the designated plot.
Consequently, the path for the municipality to develop a commercial complex with a multi-storied parking facility under the PPP framework has been cleared for these two locations.

CIDCO had allocated 6760 sq. meters in Belapur Sector-15 for the construction of a public parking lot for the Navi Mumbai Municipal Corporation.
Plot number 72 was allotted at 25 percent of the reserved price, amounting to Rs. 1 crore 18 lakhs in August 2015, while a plot area of 11904 sq. meters in Vashi Sector-30A, plot number 36A, was allotted at the same rate in September 2018, totalling Rs. 5 crore 98 lakh 46 thousand.
However, for the past 8-9 years, the municipality has been unable to develop a public parking lot on either of these plots.

Subsequently, in January of last year, the then Navi Mumbai Municipal Commissioner had approached CIDCO to issue a no-objection certificate for changing the land use of both plots to facilitate the construction of a multi-storied parking facility and a commercial complex.
However, CIDCO pointed out that the change in land use did not align with CIDCO's Development Regulations and the UDCPR, 2020. Nonetheless, CIDCO had permitted the Navi Mumbai Transport Corporation to utilize the bus depot and bus terminal plots allocated to NMMT for commercial purposes.

Finally, CIDCO has granted a provisional no-objection certificate to the Navi Mumbai Municipal Corporation for the construction of the multi-storied parking facility and commercial complex. However, as a condition of this approval, CIDCO stipulated that the municipality must share 25 per cent of the profits generated from the operation of the multi-storied parking facility and commercial complex.

Additionally, CIDCO clarified that neither the designated plot nor any portion of it could be transferred to the Municipal Corporation under any circumstances, and CIDCO would not allocate any separate plot to the Navi Mumbai Municipal Corporation for future parking lot development.

Speaking about this development, Sanjay Desai, City Engineer at Navi Mumbai Municipal Corporation said, “The process of constructing a multi-storied parking facility and commercial complex on a PPP basis on the land provided by CIDCO in Belapur and Vashi is currently underway, with the tendering process in progress.”
