Multi-member panel system to redraw Navi Mumbai’s political landscape

Navi Mumbai is gearing up for a significant political shift as it heads toward the 2025 Navi Mumbai Municipal Corporation (NMMC) elections—the first to be conducted under the newly introduced multi-member panel system. The civic polls, returning after a decade-long gap since the last elections in 2015, will mark a departure from the earlier single-ward format.
Under the new system, citizens will now vote for four corporators instead of one. The city’s 111 corporator seats have been reorganized into 28 multi-member panels, —27 panels will elect four corporators each, while one will elect three. This restructuring, carried out based on updated population data, has significantly redrawn political boundaries. Key nodes such as Vashi, Belapur, and Airoli have undergone major changes, with parts merged into adjoining zones, thereby altering long-standing community alignments and political territories.
For residents, this new model presents both opportunities and challenges. Having multiple corporators representing a larger area could promote broader and more inclusive development. However, it may also blur lines of accountability, making it harder for citizens to pinpoint who is responsible for addressing specific civic concerns such as water supply, roads, or waste management.
Politically, the transition demands a complete rethink of campaign strategies. With expanded boundaries and diverse voter groups, candidates can no longer depend on traditional loyal vote banks. Parties will now have to field carefully balanced teams within each panel, taking into account gender representation, community balance, and regional appeal to maximize their chances.
The redefined boundaries have already triggered strong reactions from political groups and citizens alike, with nearly 2,500 objections raised during the public hearing phase. The next decisive stage will be the reservation lottery, which will allocate seats for Women, Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC).
As the city prepares for this historic election, the dissolution of old strongholds signals a new, unpredictable, and competitive era in Navi Mumbai’s civic politics.
