CM Eknath Shinde unveils 'Abhay Yojana' for Navi Mumbai

Occupancy certificates and lease agreements granted without excess CIDCO recovery
The Chief Minister of Maharashtra, Eknath Shinde has directed the issuance of occupancy certificates, lease agreements, and building handovers without the prerequisite recovery of excess amounts under CIDCO. The state government has introduced the ‘Abhay Yojana’ to facilitate this process, urging citizens and developers to make the most of the scheme.
Previously, buildings in Navi Mumbai were not granted occupancy certificates, lease letters, or handovers until the excess amount under CIDCO was recovered.
Under the newly unveiled Abhay Yojana, buildings can now obtain occupancy certificates, leaseholds, and transfers without the compulsory recovery of excess amounts. This scheme will remain applicable until March 31, 2024. Notably, the recovery of additional amounts will no longer be tied to occupancy certificates, lease deeds, or transfers but will be handled separately.
This decision aims to alleviate the financial burden on common citizens and benefit numerous flat owners directly. Additionally, a 50% discount on the additional lease fee, payable until March 31, 2024, is offered to developers facing challenges in developing plots within the stipulated period under the Abhay Yojana. The government has also decided to reduce additional prices and implement a policy to regularize buildings where multiple flats are constructed on small bungalow and row house plots.
Expressing the government's commitment to the welfare of the people, Chief Minister Shinde stated, "It is the governance of the common people, and our policy is to take decisions in the interest of the people." This decision is expected to provide significant relief to both citizens and developers in the Navi Mumbai area, fostering accelerated development in the region.
