NMMC warns of stop-work action over construction dust

Belapur: The Navi Mumbai Municipal Corporation (NMMC) has warned of stop-work orders, sealing of sites and heavy fines against construction projects violating air pollution control norms ahead of the winter season.

NMMC Commissioner Dr Kailas Shinde issued the directives during a meeting with architects, builders, surveyors, contractors and other stakeholders. The meeting focused on implementing measures mandated by the Bombay High Court and a High-Powered Committee to curb construction-related pollution.

Shinde stressed that deteriorating air quality was a serious public health concern, particularly for children, senior citizens and people with respiratory ailments. He urged developers to recognise their environmental and social responsibilities and comply with the prescribed norms.

The civic body has prohibited the use of drinking water for construction activities and dust suppression, making treated or non-potable water mandatory. Violations could invite immediate work stoppages and site sealing.

Construction sites must install barricades 30 feet high, cover buildings completely with green nets, provide tyre-washing facilities at exits and undertake regular water sprinkling. Air-quality monitoring sensors and Air Quality Index (AQI) display boards must also be installed at every site.

The NMMC will withhold commencement certificates until developers submit documents confirming compliance with pollution-control measures through the BPMS system, along with undertakings from builders and architects.

Assistant Director of Town Planning Somnath Kekane said October 10, 2026, was the deadline for compliance. Joint inspections by town planning and ward officials will identify violations, inviting strict action. The NMMC will also launch an awareness campaign with CREDAI and other builders’ associations to ensure compliance.
