The state's urban development department has appointed the City and Industrial Development Corporation (CIDCO) as the Special Planning Authority (SPA) for Palghar, Raigad, Ratnagiri, and Sindhudurg districts in Konkan. This decision, effective immediately, transfers the authority for construction and development permissions from district collectors to CIDCO.

The government's directive comes amidst a concerted effort to implement a comprehensive development plan for these coastal districts, which are vital to the state's economic landscape. With a coastline spanning 720 kilometres, the Konkan region's economy relies heavily on sectors such as fisheries, agriculture (including betel nuts, coconuts, mangoes, and cashew nuts), and tourism. There's a significant potential for employment generation through the promotion of tourism and processing industries, while also ensuring the preservation of beaches, environment, and wildlife.

To facilitate holistic planning and sustainable development, CIDCO has been tasked with selecting a reputable international organization. This organization will work under the guidance of a high-level expert advisory board appointed by the government. Notably, the advisory board, chaired by former Mumbai Municipal Corporation Commissioner Subodh Kumar, comprises experts in various fields such as urban planning, environment, tourism, industry development, disaster management, and architecture.

Furthermore, CIDCO has been entrusted with covering the fees of the advisory board's experts and other administrative expenses. The state government's ambitious vision includes leveraging projects such as the ongoing sea route between Revus in Raigad and Patradevi in Sindhudurg, the construction of the Mumbai-Goa National Highway, and the development of new ports along the coast. These initiatives, coupled with improved connectivity with Mumbai and surrounding states, are poised to propel the economic growth of the Konkan region.

With a focus on enhancing the tourism, agriculture, and fisheries sectors, the government aims to transform Konkan into a world-class destination, leveraging its natural beauty and resources for integrated development.
