Mira Bhayandar News: MBMC floats tender for CBSE school operations through private partnership

Bhayandar: The Mira-Bhayandar Municipal Corporation (MBMC) has officially finalized its policy for launching a Central Board of Secondary Education (CBSE) school in the current academic year. To operationalize the plan, MBMC has initiated a tender process, inviting proposals from private educational institutions to manage and run the school.
The initiative marks the first of its kind for MBMC, which has modelled the project on the Navi Mumbai Municipal Corporation’s successful CBSE school framework. As the civic body lacks prior experience in running CBSE-affiliated schools and has not provided specialized training to existing municipal teachers, it has opted to partner with an external agency for school management.
According to the proposed policy, MBMC will handle all regulatory permissions, infrastructure set up, and educational resources including laboratories, computer rooms, libraries, uniforms, and textbooks. Meanwhile, the private agency will be responsible for the overall school administration, recruitment of qualified staff, teacher training as per CBSE guidelines, and curriculum implementation.
A seven-member oversight committee led by the municipal commissioner will be constituted to monitor the school's performance. This committee will also include the additional commissioner, deputy commissioner, chief accounts and finance officer, education officer, and two representatives from the selected institution.
Admissions will begin this year for junior KG, senior KG, and Grade 1, with two sections per class and a capacity of 40 students per section. A lottery system will be employed for the admission process.
The municipal corporation will pay a fixed per-student educational fee to the managing institution, with adjustments for inflation from the second year onwards. However, MBMC will not provide additional funding for co-curricular or other activities. The selected agency will sign a 20-year operational contract with MBMC.
